An Bord Pleanála has upheld a decision by Kerry County Council to refuse permission for a carpark in Killarney.
VIP City Parking trading as RFC Car Park Management Limited applied to create a 28-space pay-and-display car park on High Street.
The developer said issues raised by the council had been adequately addressed, adding the proposal provides carparking needed in the town and is broadly supported by locals.
However, An Bord Pleanála refused permission saying the proposed development would create serious traffic congestion with its entrance and exit points and would endanger public safety.
The board also felt the development would detract from the character and appearance of the town centre and would seriously injure the visual amenities of the area.
