John Hartnett had sought permission from the local authority to construct a monument remembering those involved in the 1920 Ballinaclar Ambush.
In August 1920, at the height of the War of Independence, an ambush took place at Ballinaclar near Annascaul.
After a British army lorry was destroyed with the soldiers on board being taken prisoners, reprisals by the Black and Tans saw a local man being shot dead.
John Hartnett sought planning permission to construct a monument at Ardrinane, Annascaul, to commemorate those involved in the event.
The proposed development comprises a 1.6m high, 2.5m wide monument, along with a landscaped paved area and seating.
One objection against the planning application was received, comprising issues relating to paving proposals and a reduction in green space.
The council granted permission, subject to conditions relating to water flow and existing boundary walls.
