It's been described as ludicrous that people had to use the sand dunes to go to the toilet at Inch at the weekend.
Public toilets at the popular beach were closed at the weekend, although they were open at other beaches around Kerry.
Local businessman Don Culloty, who's also chairman of Inch Community Council, says toilet facilities are an issue, but the beach also has problems with traffic management and parking.
Kerry TD Brendan Griffin says Kerry County Council needs to start looking at acquiring privately-owned land near the beach to allow for the improvement of parking and other facilities.
Don Culloty says land has been offered to the council by locals for this purpose, but nobody will talk to them.
