A Kerry MEP is calling for a new approach on the retrofitting of houses.
Fine Gael MEP for Ireland South Sean Kelly, who is from Kilcummin, says many householders can’t afford to take on one big financial commitment.
He says that flexibility would encourage people to upgrade their homes on a phased basis:
