The INTO representative for Kerry and Limerick is welcoming the plan to reopen schools.
Ann Horan says the plan, which was announced by Minister for Education Norma Foley, is mostly positive.
She says creating panels for substitute teachers and an additional relief day for teaching principals will be very useful and will make a big difference.
However, Ms Horan is disappointed that there was no reduction in class sizes, which she says are huge in Ireland.
