The HSE expected legal challenges arising from advice given to residents in a Kerry direct provision centre during the pandemic.
This was revealed in correspondence between different arms of the Health Service Executive in May, when discussing a memo given to Skellig Star Accommodation residents.
After an outbreak of COVID-19 in the Skellig Star Accommodation Centre was confirmed in mid-April, the HSE and Department of Justice implemented a number of measures to lessen the spread of the disease.
These measures - which included additional cleaning, increased social distancing and limiting movement - were given to the residents in a memo.
On the 6th May, a community worker with Cork Kerry Community Healthcare said there were a number of factors at play in the memo issued to residents and, at that stage, the HSE could be assured of legal challenges to the advice.
The community worker queried if the HSE will have its own legal advice on the memo.
The correspondence, which was released under the FOI Act, did not include any response to the community worker's query.
