Councillors have granted permission to construct 60 homes in Rathmore.
The matter came before members at the Killarney Municipal District meeting, as it contravened conditions in the local area plan.
The Killarney Municipal District Local Area Plan 2018-2024 provides for 28 additional housing units in Rathmore, fewer than half of the proposed 60 in this case.
The application site forms part of a much larger site on which permission was refused by an Bord Pleanála for over 300 dwellings in 2008.
There were a number of parties which had no objection to the proposed development, including: the county archaeologist, the Housing Estates Unit, Irish Water and the area engineer.
Objections and observations were also received, which mostly related to concerns around the scale of the development, the loss of privacy, traffic calming and surface water drainage required.
Independent councillor Maura Healy-Rae asked: is this the start of future, large-scale planning permissions in the area and will this affect others getting planning for one-off houses on their own land.
Cathaoirleach Brendan Cronin asked about capacity in the local schools and said there's no permanent GP in the area.
Damien Ginty, council planner, said developers indicated future plans for the site, however, they'd have to receive planning permission for that.
He added 10% of homes from the proposed estate would be sought for social housing.
Councillors voted unanimously to grant permission, with Fianna Fáil's Niall Kelleher removing himself from the meeting and not taking part due to a conflict of interest.
