Kerry County Council has no plans to develop a domestic waste and recycling centre in North Kerry.
An EPA licence for a previously proposed site in Listowel has lapsed, and the council currently has no money for such a development.
It was responding to a call from Cllr Michael Foley at the recent Listowel Municipal District meeting, for a civic amenity centre to be developed in North Kerry.
Kerry County Council has civic amenity centres in Milltown, Killarney, Kenmare, Cahersiveen, and Dingle, but none in the north of the county.
Fine Gael Cllr Michael Foley said having such a service in North Kerry could help reduce littering and assist people who can't afford to pay private waste collectors.
Kerry County Council acquired a site in Listowel a number of years ago for a proposed civic amenity site, but the project didn't progress.
A licence from the Environmental Protection Agency has now lapsed; it had been extended for a number of years but following no progress the EPA refused an extension request late last year.
The local authority also says there's currently no funding to develop civic amenity sites, therefore they're not able to progress this development.
Meanwhile the council says COVID-19 has prevented staff from carrying out spot checks to establish how homeowners are disposing of domestic rubbish.
In response to a question from Sinn Féin Cllr Tom Barry, the council noted that if there are concerns that a particular individual or household aren't disposing of waste correctly, it has the power to request proof of disposal.
