The chair of the Kerry Vintners' Federation, Christy Walsh, claims the Government's handling of reopening the economy has resulted in house parties and out-of-control events such as those in Kilkee.
Arrests were made at the beach resort following mass gatherings of young people.
Mr Walsh was speaking after it was announced that the planned reopening of so-called wet pubs, or those that don't serve food, which had been planned for next Monday, has been postponed.
Christy Walsh says the phased reopening has allowed gastropubs and restaurants to operate.
However, he says this doesn't meet the needs of people who just want to drink alcohol and don't want to eat food.

Meanwhile Ballyheigue publican, Gearoid O'Regan is criticising the Taoiseach's statement that a package of measures to help wet publicans is being considered.
He says a rescue package should have already have been introduced for publicans, and it should have been announced at least last week that pubs wouldn’t reopen on August 10th.
He questions the merit of a VAT reduction for pubs that haven't been able to open since March.
